Unknown regional French artist - could be A. and then referring to Coulanges region - several small French towns have the name but its also a common French surname
Back of board says "Petit St-Thomas" - a famous Parisian department store founded in the 1830s which later merged with Le Bon Marche, one of the world's first true department stores located on Rue du Bac in Paris. Sold luxury goods and art supplies so the world panel likely originated from Le Petit St Thomas because is merged with Bon Marche in mid-19th c (1860s-70s).
Likely dates the board to 1850-1870 and strongly ties the artwork to Paris
Signature style was common by professional but not elite painters during the 19th C (those selling at fairs, shops, department stores, elc)
