They supplied hotels/grand cafes, railway and steamship luxury service, private aristocratic houses, French embassy and diplomatic service
Not Solid sterling - mark without Minerva head is Silverplate over a brass or nickel base
Hallmark beneath the name is the Ercuis quality & workshop stamp not a French assay mark

Rococo scroll cartouche and shell and grape tendril motif
Liqueur or digestif cups used for Chatreuse, Absinthe, Cognac tastings, After-dinner sweet herbal cordials
