Painting style is rather primitive or "naive" espeically in the facial modeling and brushwork which likely indicates either itinerant or folk portraitist (Common in early American and provincial British portraiture) or amateur hand (possibly painted within the family or locally commissioned)
Simple oval brass mount with fixed hanging ring and what appears to be a velvet-covered backing board
